JJM Construction Ltd./Geopac Inc., a Joint Venture, was formed to carry out the Ground Improvement and Utilities Relocation project for Metro Vancouver at the Annacis Island Wastewater Treatment Plant; JJM was the managing partner, overseeing contract administration, site coordination, survey, and site safety, security, and maintenance.


JJM crews carried out large scale excavation and materials handling, access road construction, major utility relocations, and contaminated soils remediation. JJM also managed the work of the electrical subcontractor for the upgrades to the power feed infrastructure and the installation of the JJM-supplied 2,500 kVA back-up generators. JJM provided support services to Geopac for the stone column and cutter soil mix (CSM) ground improvement installations, and oversaw the installation and monitoring of state-of-the-art, automated settlement and vibration monitoring systems.

Careful coordination with plant operations personnel was required to ensure no interruptions to treatment processes; careful sequencing and staging of work ensured a minimum of disruptions to, or impacts on, surrounding residents and businesses.
