The purpose of the project was to develop an existing CP Rail property in Pitt Meadows, B.C. into a combined vehicle receiving/storing/loading facility. Prior to construction, approximately 81,000m³ of preload sand needed to be hauled out and granular base (19mm Minus) was hauled in, placed and compacted.

A new storm drain system was then installed complete with manholes and catch basins and tied into the existing storm drain system at the south end of the site. The site was drained through a retention pond controlled through a flap gate, however, it was greatly undersized due to large sediment buildup. JJM was required to install the majority of the storm system underwater due to the retention pond backing up onto the site during the winter months. Off-site dewatering was not permitted and all pumped water had to remain on CP Rail property. JJM was required to manage the water on-site through a series of retention berms and by diverting the existing/new storm system to facilitate continued utility construction.

Once the sub base, granular base and new storm system were installed, the railbeds had to be prepared (two storage track and two unloading tracks) for the CP Rail installation crew. The site was then paved, painted and a new fence installed. Finally, repairs and upgrades took place in conjunction with the Rail Installation.
