JJM provided on-site management and execution for the remediation project as well as provided all required equipment. JJM had to dredge contaminated sediments from the shallow channel between Ashe Head and the Inskip Islands. The dredging and subsequent capping material placement required careful planning and scheduling to synchronize the draughts of the barges with the tides to prevent grounding.

The project site was immediately adjacent to the reserve lands of the Esquimalt First Nation and the Songhees First Nation. JJM ensured early communication and engagement with representatives of both First Nation communities and entered into separate commercial arrangements with each First Nation for the provision of services. The project site was in the upper reaches of Esquimalt Harbour, home to CFB Esquimalt. Consequently, JJM was required to meet all rules, obligations, and procedures established by the Queen’s Harbour Master particularly with regard to management and towing of barges.

JJM also provided training and mentorship to SQC personnel on the project particulars as well as on heavy civil construction in general. JJM ensured training was provided in safety, marine vessel operations, contaminated site and materials management, unexploded ordinance (UXO) recognition and handling, archeology, and marine survey.
